Do Class 4 Shingles Lower Your Insurance in Texas?

Class 4 shingles can cut your premium, but Texas sets no fixed discount. Your insurer decides. What to ask and the TDI form to get.

The short answer

Maybe. Class 4 shingles can earn a lower homeowners premium in Texas, but there's no set statewide discount. The Texas Department of Insurance says a Class 4 roof covering would receive the highest premium credit, and that each insurance company sets its own discount amount, test rules and paperwork (TDI). Call your insurer before you pick shingles, and get the installer's form when the job is done.

What "Class 4" means

You might think "impact-resistant" is just a sales label. In Texas insurance, it means a tested rating. TDI says roofing has to be tested for impact resistance at a test lab under a recognized standard. Products that pass are rated Class 1, 2, 3 or 4, and Class 4 is the top rating. The standard named on TDI's own form is UL 2218.

That rating applies to more than shingles. TDI lists shingles, tiles, shakes, metal panels or sheets, and other roof coverings.

How the discount works now

  • It varies by company. TDI says each insurer decides how much credit to give for each class, which test results it accepts, how products must be labeled, and what forms it wants.
  • TDI is pushing for real discounts. In a September 16, 2026 bulletin, TDI encouraged insurers to offer "meaningful, actuarially supported premium discounts" for loss mitigation, naming impact-resistant roofing (TDI Bulletin B-0008-26). It encourages; it doesn't set a percentage.
  • The amount isn't guaranteed. Don't count on a number from a sales pitch. Ask your agent what credit your policy would get for a Class 4 roof.

The paperwork that proves it

TDI publishes the Impact-Resistant Roofing Installation Form, PC068 (PDF). On it, the roofing company certifies that it installed the roof to the maker's specifications and states the UL 2218 class. The form also records:

  • the manufacturer, brand name and year made
  • the installation date
  • that the packaging showed the UL class, manufacturer, date of manufacture and brand, and that a label from the packaging went to the owner

TDI tells homeowners to keep the original and send a copy to their insurance company. Some insurers use their own form instead, so ask which one yours wants.

Questions to ask before you choose shingles

  1. Ask your insurer: Do you give a credit for a Class 4 roof on my policy? How much? What paperwork do you need?
  2. Ask the roofer: Is this product rated Class 4 under UL 2218? Will you fill out PC068 or my insurer's form?
  3. Keep the label. Save a packaging label and photos of the installed product.
  4. Get it in writing. Put the product name and rating in the contract. Our post on what a roof warranty actually covers explains what else to get in writing.

Bottom line

A Class 4 roof can lower your premium in Texas, but your insurer sets the amount and the rules. Ask before you buy, choose a product that's labeled and rated, and get the PC068 form or your insurer's form when the roof is done.
