TWIA Windstorm Coverage: Does It Apply in East Texas?

TWIA covers 14 coastal counties and parts of Harris County, not inland East Texas. What that means for your roof, and when a WPI-8 inspection is required.

The short answer

Inland East Texas is outside the area where the Texas Windstorm Insurance Association (TWIA) writes policies. According to TWIA's coverage and eligibility page, the designated area currently includes the 14 first-tier coastal counties (Aransas, Brazoria, Calhoun, Cameron, Chambers, Galveston, Jefferson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio, and Willacy) and parts of Harris County east of Highway 146. So if your home is in Polk, Angelina, Nacogdoches, Smith, or another inland county, your wind and hail coverage comes through your regular homeowners policy. If you own property in Jefferson or Chambers, a roof replacement generally needs a windstorm inspection and certificate of compliance to stay eligible for TWIA.

What TWIA and TDI say (opened for this article)

From TWIA's eligibility page, a property must meet all of these to get a TWIA policy:

  • Location in the area designated by the Commissioner of Insurance (the counties above, plus parts of Harris County east of Highway 146).
  • A private denial. The applicant must have been denied wind and hail coverage by at least one authorized insurer actively writing it in the designated area.
  • Building-code certification. The property must be certified by TDI (WPI-8 or WPI-8-E) or by TWIA (WPI-8-C) as built to applicable codes, with limited exceptions.
  • Insurable condition. TWIA says the structure must be in good repair, with no unrepaired damage, and it may inspect physically or with aerial imagery.

The Texas Department of Insurance's page on windstorm inspections explains the roof part:

  • Most new construction, roof replacements, major repairs, and other alterations in the designated area require an inspection and certificate of compliance.
  • A WPI-8 is issued for ongoing construction, inspected during the work by a TDI-appointed engineer or TDI inspector. A WPI-8-E is for completed construction, inspected by a Texas licensed professional engineer. TDI notes that inspecting a finished structure is harder and may cost more.
  • Examples that don't need an inspection include roof repairs of less than 100 square feet that don't involve decking, gutters, and other non-structural items.
  • You can look up an existing certificate on TDI's windstorm site, or use TWIA's lookup for WPI-8-Cs issued from January 2017 through May 2020.

What this means for East Texas homeowners

Inland East Texas: TWIA isn't your backstop, and you don't need a WPI-8 to keep a TWIA policy. What matters is your homeowners policy: its wind and hail deductible (see our wind and hail deductibles post), its roof rules, and any discounts for stronger roofs (FORTIFIED roof discounts). Local building permits may still apply, so ask your contractor.

Jefferson, Chambers, or other designated areas: Before a replacement starts, ask the contractor how they'll meet the inspection requirement. TDI's own advice is to ask that question up front. Scheduling the inspection during the work is the WPI-8 path. Waiting until the roof is done pushes you to the WPI-8-E path.

Short homeowner checklist

  1. Confirm which county your property is in and whether it's in the TWIA designated area.
  2. Inland: review your homeowners wind/hail deductible and roof terms before a storm, not after.
  3. Designated area: ask your contractor, in writing, who will handle the windstorm inspection.
  4. Keep the certificate of compliance with your roof invoice and insurance papers.
  5. Look up any existing certificate if you're buying or selling a coastal property.

What this post is not promising

  • We don't give insurance or legal advice. Your agent and policy control coverage.
  • We don't claim any roof, product, or inspection guarantees a policy, rate, or claim result.
  • TWIA's designated area is set by the Commissioner of Insurance and can change. Check TWIA's page for the current list.

Bottom line

TWIA covers the 14 first-tier coastal counties and parts of Harris County east of Highway 146, not inland East Texas. If you're inland, your homeowners policy is where wind and hail coverage lives. If you're in Jefferson or Chambers, plan the windstorm inspection before the roof replacement starts.
